"He published them in his patents. It's all open source. I'm a former brain research scientist who replicated a number of his patents and I started studying his work in 2007. I had to shelf all of my work 10 years ago due to health issues. There's multiple ways to get at more energy out than put in since all systems are open and nothing is closed in many of his circuits. Any one interested in replications and understanding his work should also look for the Russian papers by "N. Zaev" on the inductive conversion of thermal energy to electrical energy. The Tesla high frequency current patents are replicated by N. Zaev and he lays out the methods and design and observation. As Tesla noted, this is the most important aspect, *when a circuit is closed and electricity allowed to flow, there is a massive transient voltage spike during the closing of the circuit. Using an inductor can increase the size of the spike. Tuning the whole circuit for resonance increases the spike even more. I witnessed all of this first hand on my oscilloscopes as I studied and replicated his high frequency current patents. This spike is excess energy coming in from the environment. Thermal energy converted to electrical. No laws of physics are being broken. Most traditionally trained engineers treat all circuits as closed systems when they aren't and fail to grasp what's occurring in these patents."
